الداخلية والخارجية وعلاقة البناء مع محيطه العام. يتمحور التصميم حول التناغم و الانسجام مع طبيعة او طبوغرافية الأرض. اعتمد التصميم على عناصر معمارية ك"المشربية" وإستخدام الحجر المحلي الفلسطيني بصورة حديثة وصرحية لإبراز وخلق هوية جديدة ومميزة تعزز من صرحية المبنى وعلاقته مع محيطه من حيث خصوصية الفراغ وتهوية الفراغات الداخلية وتظليلها بشكل طبيعي ومتناغ والتلاعب بالضوء لجعل الفراغات اكثر حيوية وتحفيز.  بالملخص, تم التركيز على خلق نموذج جديد لمفهوم عمارة المباني العامة من خلال الوظيفة الفراغية والشكل الصرحي بعيدا عن مفهوم العمارة النمطية حاليا واهمية استخدام المحيط كنقطة قوى بالتصميم لخلق بناء مستدام.

The proposed design presents a new model for the concept of public building spaces and design, focusing on the relationship between internal and external spaces and the building's relationship with its surroundings. The design revolves around the harmonious integration and consistency with the nature and topography of the site. The design relies on architectural elements such as the vernacular "Mashrabiyeh" and the use of local Palestinian stone in a modern and distinctive manner to highlight and create a new and distinctive identity that enhances the building's spaces and their connection with their surroundings in terms of the privacy of the space, natural ventilation, natural and harmonious shading, and the manipulation of light and shadow to create a lively and simulating experience for the user. In summary, the focus was on creating a new model for public building architecture through a different approach to spatial configuration, function, and form shifting away from the current stereotypical architecture of public buildings whilst highlighting the importance of using the surrounding environment as a strong point of design to create sustainable buildings.
